Description

The current numeric for RPL_WHOISCERTFP is 670, which causes problems for some clients due to the STARTTLS spec stating 670 is for starting a TLS handshake.

Fix is to relocate this numeric to 276, following the convention of http://trac.oftc.net/projects/oftc-hybrid/browser/trunk/src/messages.tab.
